Which begs the question, "Why change the character lineup at all, then?" The folks who were fans of the original NTT comics would appreciate it, and the folks who weren't wouldn't care either way.
Changing the comics seems to be S.O.P. with most of the DTV movies from what I've seen. AFAIK, about the only ones that didn't extensively change something were The Dark Knight Returns and Batman: Year One. Even The Killing Joke added all that extra stuff at the beginning to bring the runtime...

I don't think I'm familiar with the potential BTAS audio drama you're talking about, but if Kevin announced it on a con panel in LA, and the moderator knew a lot about it too, that sounds like it WAS an official announcement. It's possible that the project just fell apart after that. It happens.
