What would you want to see from these films? A Rat King horror movie? A Krang sci fi tale? If Shredder gets a movie, would he fight the TMNT (where he won't win and will not be a sympathetic lead) or would he fight a more vile villain like Mr. Null so he is more of a sympathetic main character?
