Using complex technology vs. developing complex technology

General question no doubt, but is it overall harder to use a piece of technology, or build it/develop it in the first place? Thinking of planes and how complex they are in terms of captaining is one thing, but thinking about the individual who drew up the original blueprint is even more mind-blowing. Calculators also fascinate me, though in their case the use seems much less daunting than the creation. Which do you think is more challenging?
